It makes no difference whether using arrow keys alone or in conjunction with
the VO keys. These are not hints but are some other kind of information that
numbers is now giving to vo.

Have you tried just navigating with the arrow keys? I know how that feels,
plenty of buttons in Garageband say "a button that opens the "new" dialog" or
