The one common thread I can find is that I was working with files, rather than selecting text. So, I was selecting them by moving through the file table. Whenever I went into the menu, I was always able to copy the file, and the file I wanted always showed up as being selected. For any

The cut command is not available in read-only boxes and lists. The copy command should be available in this case. Also, I don't think cut is available in file browser, because generally a cut item is only in the paste-board once cut, and if you cut something else that file would be lost.
