If you are talking about Mac version of Skype, the speaker setting for Skype might have been set to different output device for ringing. You can change this by going in to Skype preferences, and Audio/Video from toolbar. On iOS Skype it depends if you have the app open in the background or not.

I also heard iPhone SE has a very impressive battery life because the A9 powering the 6S and 6S Plus is what this chip was optimized for. Powering lower res 4inch screen and bigger battery inside the SE might make up for this reasoning. Though it’s not as good as 6S Plus it’s certainly close. CA
