Since upgrading to iOS 13.1, and then the subsequent smaller upgrades, I have
noticed a problem with not being able to navigate by line within the compose
area of an email message. For example, dictate a small message that consist of
a paragraph or so. Listen to voice over read your message back

I have been checking and I see a person cam customize Gestures. I think I have
changed Mute from Three Finger Triple Tap to a Four Finger Triple Tap and
Speech to a Two Finger One Finger Tap. Turning off Settings, Accessibility,
Keyboards, Slide to Type seems to make the screen not so sensi

But, Phil…don’t you first have to find the status bar before you can do a
three-finger upward swipe to open the Control Center? Since I found the status
bar in the first place, it makes no sense to then open the Control Center. It’s
a Catch-22.

Not sure how you turned VoiceOver all the way off. It sounds to me more like
the gesture turned speech off. A three-finger double-tap toggles speech on/off
when VO is on, and the three-finger triple-tap toggles screen curtain on/off.
