Success! I finally did get my file back, and it was kind of interesting. Unchecking, then re-checking the Backup automatically box seemed to do it. Interesting part was that even after restarting Time Machine, I would always get the message “no permission to read”, no matter what file I was on,

Hi, Being "Read Only" should not be an issue. In fact, I expect that the backup bundle is all read only as you are not supposed to modify its contents. When you find the file you wish to recover, use the Window Chooser to get to the time Machine controls, choose the recover date then restore
