What's happening is normal not just Mojave, but to any MacOS. Reinstalling
from cmd-r is just reinstalling to the Macintosh HD partition and leaves other
partitions alone. Instead, your friend should start up using cmd-option-r,
which starts from the Internet Recovery servers of Apple. N
