Hello Jason, I just updated to the latest version of Skype on Mac OS Mojave and cannot reproduce your finding.
In fact, everything seems extremely accessible via VoiceOver. I am equally impressed with Skype for iOS. It would appear that Microsoft has finally gotten it right, at least, for now. By the way, I do not use Skype for business. In fact, I'd never heard of Skype for business until I read your post.
