Heres an apple tech tip on how to clear sluggish VO movement by deleting the
Caches folder.
This helps minimize the "busy" issue for me. :)
Basic steps below;
To empty out the Caches folder on your computer, you’ll need to open up Finder

OS. Also, have you looked to see if the problems persist when creating a
temporary account or using the "guest" account on the system. This is a
good way to see if the slowdowns are a system issue or a configuration
issue.

I have no such problems on ios but os x with voiceover is REALLY sluggish.
