I agree that the 2015 Mini would be able to run High Sierra just fine with 4 GB
RAM and a spinning hard drive, especially for Regina’s use case where speed and
super performance isn’t really needed.
But Regina if you really want to upgrade, then hold out a bit, I have a feeling

Hey Regina. I don't know what you heard but 4 gb of ram is enough to run the
newer OS's like Sierra and High Sierra. My MacBook has 4 gb and it runs sierra
fine. So if my 2010 Mac can run it, your 2015 Mini should have no problems.
