I agree that the 2015 Mini would be able to run High Sierra just fine with 4 GB RAM and a spinning hard drive, especially for Regina’s use case where speed and super performance isn’t really needed.
But Regina if you really want to upgrade, then hold out a bit, I have a feeling that a new Mini will be coming this year, or if you want to go laptop then look at the Macbook Air or Macbook 12 inch. Which ever Macbook you choose, go for 256 GB storage if within your budget, it really makes a big difference. The idea to switch to a iOS device like a iPad is also definitely something you can look in to. For email, internet browsing, listening to music and audio books or reading eBooks, a iPad will be perfect.
