Well, it does seem strange that command and option wouldn't work normally. It can't be a voiceover-combination problem per se since command has nothing to do with vo combinations. Maybe it has something to do with whether a keyboard can accept two-key combinations but even for Windows a keyboard

Yep, I downloaded the whole shooting match- about 19 GB worth. It took a few hours but went quite smoothly. I haven't looked at them yet in GB, just in the finder. MainStage also looks kind of interesting and I think with a little patient thought and trial and error, one can crack that nut too.
