Hi, I have briefly looked at an app called Rapid weaver. It's a wysiwyg (what you see is what you get) style editor that is accessible to VO. You can both use coding, that is insert html tags yourself or you can use it rather like one uses a word processor. Both ways worked when i looked at it.
