I suggest you should have a look at the X Keyboard Extension protocol (XKbd) :
it's been developed by SGI, after all. This is a way to get your beloved
keybord map at a X session-level rather than on a per-application basis...

\bind "`" "accent-grave"
in the lyxrc file does not work because the "`" key is not a dead-key.
