under Widnows. In my case the solution was the following:
1) Unistall the current Aspell
2) Get the dictionary files of Aspell6 from the LyX wiki page

While running 1.5.0rc1 on Windows using a US keyboard configured as
United States international (so I can use dead keys), all dead keys
work properly except the circumflex accent (^), which neither works in
text nor in math modes. BTW, it works properly in other windows

I had a similar problem and in my case it was caused because the LyX's
temporary directory set in Preferences > Paths contained non ascii
characters (e.g. accented vogals). I created and empty directory
without accented characters and set it to be the temp dir.
