a Windows installer for LyX 2.0beta1 is now available.
NOTE: LyX 2.0beta1 is a test release. This beta version will almost be feature-complete but not yet
bug-free. Therefore only use it for testing and not for real documents!

No, actually I don't. There's no file with that name on my computer. However, I
do have a file called "en-common.cwl" in that location.
I am logged in with admin rights, thus should be able to read anything that is
