printer offsets

When I print from LyX, the printing is biased to the top of the page. When I print a test page out from texconfig, the rules at the top of the page show only 0.15 in and about 1.5 in at the bottom. So, I tried setting the offsets in texconfig to 0in,0.85in but this seems to have no effect. Is
