I hope I see the problem.
There are LATEX-commands for your examples:
\oe \OE \ae \AE (in red) in latin1.
If the "oe" "OE" a.s.o. are your only "frech" problem these LATEX-commands will
solve them.

I would like to be able to type iso8859-15 characters in a Lyx window,
to be more specific, I'm after the french "oe" and "OE" ligatures
which are not in the standard latin1 map. The display part of the
whole thing should be ok, I have some suitable fonts which are
installed and can be displayed

It may seem very odd but it happens to me once, and I sort it ou by
changing the name of the references file
