I didn't notice any slowness as compared to 2.3.0.

When starting LyX, it becomes unresponsive for over 40 seconds because I
have a couple of (probably complex) documents open on the session and my
computer isn't the fastest.
I think it would be preferable to show something that lets the user know
that everything is fine and what LyX is doing.

New (and seemingly final) tarballs for 2.3.1 are now on the ftp site here:

As mentioned previously, I am not going to build a "bundled" installer
for 2.3.1. Indeed, I have removed the 'bundle' code from the installer
at 8c32a1a7 and removed the bundled installer for 2.3.0 from the
downloads page. I've added language instructing people to install a TeX
