Did you set the document language to Indonesian in Document>Settings>Language?

In 1.6.x id user interface, I have found this problem.
When I use document class "book", all seems translated correctly in LyX
working area (on the screen).
The "Table of Contents" translated correctly to "Daftar Isi"
