Tools->Preferences->Converters->"LaTeX (plain) -> HTML"->Converter:

htlatex $$i '' 'symbol/!'
because then special characters will be automatically converted into something
like unicode, e. g. ä ==> ä

This doesn't seem to work at the moment at all. Within LyX the html-file
cannot be copied from the /tmp...-directory, and from the command line
something like
latex2html -no_subdir -split 0 -show_section_numbers file.lyx
result in error messages like
