if you are under x session run some terminal and type the following:
LC_MESSAGES=he_HE
lyx

Create a lyx.bat file that contains two lines
set LANG=HE
lyx.exe
You can double-click on a bat file and execute it.
Maybe the LyX installer allows you to set the language in a different
way. Uwe? Joost? Bo?
