Yes, I think that this is the reason.
When I try to use \onlyslides{1-99} in the preamble of a slides class file,
the dvi/ps file only outputs through the eighth slide. The ninth slide is my
first note. That is, it's not printing out the note, as it shouldn't, but
then it doesn't print out any of the slides after the first note either
