For 2.3.1, I've built a 'bundled' installer that also installs MiKTeX,
mostly because it seems to me that we need to have some more discussion
before discontinuing it. More precisely, we need to figure out what
language exactly to put on the website, to help Windows users install a
functional LaTeX
Windows installers for 2.3.1 are at
http://ftp.lyx.org/pub/lyx/devel/lyx-2.3/. Please let me know if you
have any problems. But I know there are some weird issues with MiKTeX
right now, and I've seen signs of that in my own testing.
