Allow application of insets to all selected table cells

If several table cells are selected but *not* the whole table, insets cannot be inserted. I suggest that instead they can be inserted and the obvious mode of insertion seems to be to apply the inset for each table cell individually. One possible use case I just came across was that I wanted to
