is requiring a username and password, so I can't
download the OSX binary.

No, because the last language is the document language. I the first case
it is Brazil and all strings will
by reverting the order in which the languages appear in the calling
for babel, the bug doesn't occur anymore:
\usepackage[french,spanish,brazil]{babel} causes an error report but
\usepackage[spanish,brazil,french]{babel} doesn't cause the error.
