I don't understand. The patch correctly enables the bullet handling for French documents. With the patch I get the same default bullets as for every other language. When I choose a bullet of my choice in the document settings, I also get this bullet correctly in the output.
Attached are 2 testfiles demonstrating this. What do you mean is my mistake?
I think I have a better one using gettext.
