I ran the test twice, with the same results.
On the plus side, the names and sizes of the partitions are now
visible on the resizing screen.

I'm not sure, but I guess that zRAM is used also for PPC. If so, try
to
perform the installation after you have switched off zRAM according to
the following mail.
sudo swapoff /dev/zram0
sudo sw

for 5 seconds.
I rebooted into my previously installed 13.10 system (now occupying
half the hard drive space) and verified the hard drive was partitioned
for the new installation. My previous installation seems to be
unaffected.

Yep, the bug looks to be gone in 13.10 [PPC] since the 20130818 iso.
I also noticed the "System Profiler and Benchmark 2 blank gui boxes"

However, I still follow the PPC progress, in my spare time and today
was able to boot the Live ISO (via usb flash drive) for the first time
in about a month. That is the 20130723 Live ISO.

Yep, that'll work too, if his G4 Mac Mini came with the optional
superdrive. The standard configuration shipped with only a combo
drive--no DVDRW, only CDRW.
