Here's a fix for v3.12. We merged what was intended to be an MMCONFIG
cleanup, but in fact, for systems without _CBA (which is almost
everything), it broke extended config space for domain 0 and it
broke all config space for other domains. This reverts the change.

Add some ifdefs to support compiling without CONFIG_HW_BREAKPOINTS.
HW_BREAKPOINTS pulls in all of perf, and presumably there are
some use cases where people want to debug without perf.
The standard software breakpoints still work of course.

ago to avoid unbootable 64bit systems with 32bit only devices.
