SOLVED.
I removed all old installation files from /usr/lib folder. Than I
reinstalled python-ly and frescobaldi system from terminal with "python
setup.py" commands.

cleaned any old frescobaldi installation.

Just open in LilypondTool the Plugin Manager, got to install, a list of
pluings will be downloaded and you can install the Lilypond plugin.

I am trying to download Lilypond for windows at work (where I have DSL),
then save the 66mb download to cd as directory cygwin, then write cygwin to
my c drive at home (where I only have a 56k modem) and install it. It says
installation is complete, but when I run the test, no output is produced.

As has already been pointed out, Steve's reply was nonsens, since
you are using a prebuilt package that should work out of the box.
First of all, Riky seems to have been hit by the strange bug that
gives version 2.2 as the default version the first time you run
setup.exe but the intended version 2.
I hate to mention the obvious thing, but did you run the lilypond
setup script? They're called "lilypond-login" or "lilypond-profile"
and they are in the buildscripts/out directory. You only need to use
one of them, although I don't know which one is appropiate for Cygwin.

My lilypond version is 2.4.2, not 2.2 as Riky VDB's.

You can't run Lilypond directly from the Windows explorer :
you must launch cygwin's bash shell, and then run the pro-
gram as a command line :
lilypond foo.ly
