A proper Cygwin 'make' helps. Unknown to me, Cygwin was also using my
Windows paths, which contained some windows 'nix binaries including
make. Next up is this:

everything goes right an unofficial release will be made on Wednesday or
Thursday. I don't know when it will get into the official cygwin
distribution, but I'll begin working on it tomorrow.

Is Lilypond 2.4.x already available for running under the Cygwin
environment?
I tried several times now getting Lilypond to work from the scratch,
meaning without any existing Cygwin environment on my computer. Trying
to install Lilypond I follow

During my posting I couldn't exact remember this
Mats, Well, I got things working. It seems that what was necessary,
was for me to put the line
export TEXMF="{$HOME/texmf,/usr/share/texmf}"
in my .bashrc. After I did that, then lilypond could find the ec
fonts in my $HOME/texmf. Now lilypond 2.4.0 seems to work.

You should have got a warning from configure about a missing
kpathsea library.
I don't know how Slackware is packaged, but to quote INSTALL.txt,
"you may need to install tetex-devel, tetex-dev or libkpathsea-dev too"

dependencies, getting some handled via the Cygwin installer, sometimes
digging up binaries, and fixing the remaining few (such as a makefile
that had a trailing / after a mv command that caused it not to work).
