Hello. I still can not find a point of the code in which filename and
anchor are still not joined in a "filename#anchor" string, but I
think I'm close.
Where is href() defined as a function? it starts being used at line
16330 of /usr/bin/texi2html. See at the end of
sub do_element_directions ($)

Now I understand certain mysterious pieces of code. lc_last was broken
and so was remove_unneeded_anchor. I will concentrate on removing the
