This file does nothing under both 2.10 and 2.11; it appears to have
been introduced as a demonstration of backwards compatibility with
\outputproperty (there's a related regtest which also does nothing).
Is it OK to junk it completely?

Ah, sorry; I really cannot effort much time at the moment. I'll be back

Chapter 3 in the Notation Reference is currently named "Input syntax", but
the contents in the latest revision of the 2.11 docs are much wider than the
name implies and I'd like to change it. The trouble is, the contents are
rather diverse, being mainly the left-overs from chapters 1 & 2.
