I successfully installed all the packages and decided to move in to
building phase. But I got this great disappointment which is my
/mnt/lfs/tools
directory is empty. What could be the reason ? Any suggestion to fix this ?

Are you trying to create initramfs in addition to the kernel image? Were you
ever able to mount the initramfs as the final file system? I had an impression
that LFS doesn't support initramfs creation (or it doesn't provide instructions
how to do it).
