It's magic. Start by taking it out of the box and plugging it in. Then RTFM.

Just in case you think my answer was insensitive. The Panasonic
programming section is different for the different systems. Since

Customer claims tones not working after initial call is made, such as bank
auto systems requiring to input account number ect.
I checked programs and don't see 1 for allowing or disabling this feature.

I would try putting a buttset on the co line and see what is comming out.
I don't think there is a way to disable the tones, but there could be
other issues- tones may be too short for instance.

Turns out the 401 setting for tone/pulse was set to pulse. Default is tone
and it was a new install. Appearantly the install tech must have changed it.
