Turns out the 401 setting for tone/pulse was set to pulse. Default is tone
and it was a new install. Appearantly the install tech must have changed it.

I would try putting a buttset on the co line and see what is comming out.
I don't think there is a way to disable the tones, but there could be
other issues- tones may be too short for instance.
