Accepted plasma-distro-release-notifier into oracular-proposed. The
package will build now and be available at
https://launchpad.net/ubuntu/+source/plasma-distro-release-
notifier/20220915-0ubuntu8.24.10.1 in a few hours, and then in the
-proposed repository.

ibayatana-appindicator3-1 is a fork of now unmaintained libappindicator3-1.
libappindicator3-1 is the library most apps prefer to link against and depend
on.
For example, Spotify .deb requires it.
I tested a few apps and they all work as expected.
