The last time this happened, Ebay removed the listing immediately and also
dropped the seller account. IMO "no action" is not an option. Stealing is
stealing.
Look what happened to the liquid cooled heads for the VW that Great Plains used
to sell. The patent holder got scared that some company

is doing,but with that said there is nothing that can be done about it. Yes
he is selling her plans,but there is not much of the plane that is actually
not already been copied
