I don't have the HAPI manual, but timed mine (Diehl adapter and electronic
ign) to 28btdc @ 3000 rpm. No idea where it is at idle, but it starts
right away.

My great plains motor has a spinning permanent magnet assembly and a fixed
coil assembly.
The permanent magnets are stuck on full time, full blast, not variable like
an automotive alternator, so not controllable in that way.
The wired must be connected to a rectifier, yes, but then the available
Hapi and great plains have the same set up for the charging system if I recall
correctly
