William says in his early manuals to remove and replace them. In later versions
of the manual He also says not to replace them if you are not comfortable doing
that and especially if the studs are tight in the case and did not turn when
you removed the head nuts/rocker arm studs.

Hi Tom,
I understand your confusion. As a rule, only replace worn or damaged head
studs. If the studs seat tight in the case leave them in and clean the exposed
end. If they do come out of the case (cleanly with no removal of case
material). Clean the studs and reinstall it with Loctite. If
