I am interested in working on this idea. I have some Qt experience, and I
am a contributor
to the Subsurface project.
I believe that the new history plugin will be based in SQLite or XML, has
work on it started,
or is it a new plugin?

Welcome to Kopete.
Understanding the existing plugin code and redesigning it will be the best
way to go for it. However understanding the existing code will not be that
easy. You will need some familiarity with these Kopete::Contact and
Kopete::MetaContact.
