installed it through CPAN, try opening up a CPAN shell and typing "force
install CPAN".

I think I understand now. I have opened an enhancement request for
version 3.2 to improve the information about missing perl
dependencies:

Please feel free to comment on it if you think I've left something

Can you make sure that you have a "Makefile" file under the directory
where you untared Koha.
If you have it, can you give us the output of the following command:
which make
