I have opened an enhancement request for version 3.2 to improve the information about missing perl dependencies: http://bugs.koha.org/cgi-bin/bugzilla/show_bug.cgi?id=2352 Please feel free to comment on it if you think I've left something out. We'll try to improve this process then.
Also, for the immediate fix, I submitted a patch to have the debian package included: http://markmail.org/message/etgqyo5ghbnyhdbs I expect that this patch will be accepted for the coming 3.0 release.
