Without any modification to circulation rules fines are not generating
especially in koha versions 21 & 22.

I am using Koha 21.11.13.000 in ubuntu 20.04
I detect a problem when I edit the koha item type from 'book' to 'gift' and
create circulation and fine rules for the same. This was on 31 January 2023
up to that fine was generated for overdue items. 01 February 2023 onwards
no fine was generated to
