I am having the exact same issue.
I just installed Ubuntu 16.04 on my Dell XPS 13. During the installation I
turned off the secure boot, and when I came back to enable secure boot the WiFi
suddenly didn't work.
It's 100% related to the secure boot. I see that this bug is opened and marked

The are no changes to apparmor in that range, but that does cover the
kaiser changes. Since there were no apparmor changes and kaiser changes
the kernel userspace memory interaction my guess is that something is
triggering in the copy_from_user when policy is loaded.

1. The issue occurs when resuming from suspend.
2. Suspend by closing the lid.
3. Resume by lifting the lid.
4-10. Can't provide this information because I can't get to the console after
waking up.
