I've tested the issue with mainline kernel v3.19-rc7-vivid, and it works now!
However, the actual Ubuntu kernel, 3.16.0-30-generic, still has the issue.

For me, the text "options rtl8723be fwlps=N ips=N" in
"/etc/modprobe.d/rtl8723be.conf" fixes the problem.
My Kernel is "3.16.0-30-generic".
My Board is "03:00.0 Network controller: Realtek Semiconductor Co., Ltd.
