upd. So, on Ubuntu 22.10, it utilizes C-States lower than C3, BUT! It
utilizes them only if the laptop itself is started without the charger
(reboot doesn't do that job). If the condition isn't met, it won't go
lower than C3. Don't know if it's useful, but I am going to write this
one down here.

As you can see from the logs above I've just booted on mainline kernel
and the issue is still there. Now It's actually what it was a while ago:
Elantech touchpad detects as Logitech PS/2 Mouse.

Yes, this issue has started after the update and was not occurred after I
upgraded from 14.04 to 16.04 until some of the latest updates, though it might
be pre-last kernel update.

The same issue ocurred, but under another usecase.
This time the laptop was NOT after the sleep state. The issue occurred afer a
few minutes of the idle state so as the display was automatically shut down,
but without the sleep state. Also this time an external monitor has been
