Also please note that this is not a bug specific to Squid. It is due to
the netfilter/in.h having a cross-include collision with the linux-
headers-4.2 headers. The kernel maintainers have a patch to try to
workaround it, but any software using system headers before
netfilter/in.h will FTBS. Squid
Upstream patch at http://www.squid-
cache.org/Versions/v4/changesets/squid-4-14311.patch should apply fairly
easily to all Squid versions.

I switched to Arch, where the problem persists. The rc.local fix
described above does not work because Arch uses systemd. Here is a UDEV
rule that solves the problem.

The previous update caused all USB devices to fail, as well as the built in
trackpad. This claims to have a fix for that, but probably does not fix another
bios related issue: Booting the device when AC power is not present results in
no mouse cursor. That affects all bioses after 1.52 I'm told.
Apologies for all the comments. Above links are for s230u 3347-2hu. Your
mileage may vary.
