This behaviour also affects some other applications such as Kdenlive where
clicking and holding the video timeline selects window move in the same way.
This makes editing almost impossible.

Removing (renaming to _flatpak) ~/.local/share/flatpak solves the problem so a
single flatpak/flathub entry is shown in Discover settings. The question is how
this user config was ever created?

Great your analysis was spot on!
Compiling again to get the libgs.so.9.23 file allowed me to manually replace
the libgs.so.9.21 file and sym-links libgs.so and libgs.so.9 in /usr/lib64 on
my system. This worked

Not all PDFs are affected so I guess it depends on how images are included in
the PDF. It seems 50% of PDFs I have downloaded recently. It may be significant
that these are from sites which generate PDFs on demand

Checked the gs on my system which is 9.20 the init file has the mod suggested
