Also, not sure if it is relevant, but all tries before were also on a Linux VM,
not native, in VirtualBox 6.50. I run native Windows 10.

Yes, it is the info panel.
With dolphin already opened and enabling that info panel will cause the same
lag/freeze as soon as the info panel is activated.
