I found the effect that triggers the bug : it's the "Slide back" Kwin effect.

Can you paste your ~/.config/plasmanotifyrc file, please.
Perhaps on login the screen geometry changes or something which might get the

Apps need to be adjusted to set the hint. This only affects apps using
